The Department of Mental Health is responsible for investigating complaints of abuse and neglect. According to the Code of State Regulations, 9 CSR 10-5.200 Report of Complaints of Abuse, Neglect, and Misuse of Funds/Property: "any director, supervisor, or employee of any residential facility, day program or specialized service that is licensed, certified or funded by the Department of Mental Health…shall immediately file a written complaint if that person has reason to believe a consumer [i.e. group home resident] has been subjected to any of the following misconducts while under the care of a residential facility, day program, or specialized service:"

  • Physical abuse
  • Sexual abuse
  • Misuse of funds/property
  • Serious medication errors
